Regular meetings will be conducted at the Long Beach School District Administration Building located at 19148 Commission Road, Long Beach, Mississippi.

Regular scheduled meetings of the Long Beach Board of Trustees are typically held on the second Tuesday of each month at 5:00 P.M.  Additional special meetings will be held as needed.

All meetings of the Long Beach Board of Trustees are open to the public with the exception of Executive Session. Student, personnel, legal, and land acquisition matters are discussed in this session.

Sandi Dulaney

Board President



Sandi Sawyer Dulaney has served on the Long Beach School District Board of Trustees since 2011 and currently serves as Board President. Her family's ties to the district run deep. Her parents moved to Long Beach for the quality of its schools, and she graduated from Long Beach High School in 1989. She and her husband, Tim, stayed for the same reason and raised five sons here — all Long Beach graduates, now in college. Sandi earned her degree from the University of Southern Mississippi and began her career teaching secondary history at Harrison Central High School from 1993 to 1998. Licensed in real estate since 1990, she is the fourth generation of her family in the business on the Mississippi Gulf Coast, working in both residential and commercial markets. She is a member of the National and Mississippi Associations of Realtors and a current board member and past president of the Rotary Club of Gulfport.

Serving on the Board has allowed her to continue working in public education, which has always been important to her. She also sees it as a responsibility to be a good steward of a district with Long Beach's reputation, and she hopes to play a small part in carrying that legacy forward for the next generation of Long Beach children.

Scott Rishel

Board Vice President



Scott Rishel began serving on the Long Beach School District Board in February 2022. Raised in Long Beach and a 1990 graduate of Long Beach schools, he has a deep personal connection to the community and its school district. After returning to Long Beach in 2003 to raise his children, Scott has continued to invest in the community he calls home.

Scott attended the University of Southern Mississippi and graduated in 1997 with a Bachelor of Science in Business Administration. His education and professional background have helped shape his practical, service-minded approach to leadership and community involvement. He has spent nearly 30 years in the food service industry, working on the manufacturer sales side of the business.

In addition to his service on the School Board, Scott is actively involved at First

Methodist Church Long Beach, where he serves in leadership, volunteers with the youth group, and leads a Life Group. His commitment to students and families extends beyond the classroom and into the broader life of the Long Beach community.

Scott chose to serve on the Long Beach School District Board because he cares deeply about helping provide the best school district possible for the students and citizens of Long Beach. He values the opportunity to support students, families, educators, and the community while helping protect the character and priorities that make Long Beach special.

Scott and his wife, Stacey, have been married for 29 years. Their three children all graduated from Long Beach schools, further strengthening the family’s connection to the district. In his spare time, Scott enjoys spending time with family and friends, playing golf, being outdoors, and following college football.

Lisa Smith

Lisa Smith began serving on the Long Beach School District Board of Trustees in March 2023. A resident of Long Beach, she is committed to supporting strong schools, effective governance, and student‑centered decision‑making across the district.

Lisa holds a Master of Social Work from the University of Alabama and brings more than 20 years of experience as a behavioral health practitioner, healthcare administrator, and management consultant. Her career includes executive leadership of multi‑site behavioral health programs, project management for state agencies, and extensive work with federal, state, and local partners to improve systems of care and strengthen community services.

In addition to her professional work, Lisa is actively involved in civic and community efforts focused on improving outcomes for children, families, and vulnerable populations. She chose to serve on the School Board to help ensure that Long Beach students have access to safe, supportive, and high‑quality learning environments, and she values the opportunity to collaborate with families, educators, and community stakeholders.

Lisa lives in Long Beach and is dedicated to advancing the long‑term success of the district and the community she calls home.

Frank Castiglia

Board Member

A lifelong resident of Long Beach,Frank Castigliahas dedicated decades to serving the community he proudly calls home. A graduate of Long Beach High School (Class of 1977), he continued his education at Mississippi Gulf Coast Community College (1979) and the University of Southern Mississippi (1981). His commitment to excellence carried into a distinguished 36‑year career with Mississippi Power Company, where he built a reputation for professionalism, leadership, and service.



He raised two children who both graduated from Long Beach Schools, deepening his personal connection to the district and strengthening his belief in the power of public education.



Beyond his professional career, he has been an active and engaged member of the community, serving in numerous leadership roles including the Harrison County Development Commission, Southern Rail Commission, Long Beach RepublicanExecutive Committee, and as a Past Long Beach Chamber Citizen of the Year. He is also a devoted member of St. Thomas Catholic Church.



In May 2024, he began serving on the Long Beach School District Board of Trustees, viewing the role as a meaningful way to give back to the community that shaped him. Drawing on both personal experience and professional insight, he works to help set high standards that prepare students for successful futures—whether in college, career, or service. His focus remains on ensuring that every employee and every student has the environment, support, and opportunities needed to reach their personal and professional goals.



Ultimately, his mission is simple:strengthen Long Beach Schools so that today’s students become tomorrow’s leaders—and continue the tradition of giving back to the Long Beach community.

Eric Valles

Board Member

Eric Valles began serving on the Long Beach School District Board of Trustees in July 2025. A lifelong, fourth-generation resident of Long Beach, he is a 2002 graduate of Long Beach High School and has deep family ties to the district. His mother graduated from LBHS in 1973, and his children have continued that tradition, with one graduating in 2024, one currently a senior, and one in seventh grade.

Mr. Valles earned a Bachelor of Science degree in Occupational Safety and Health, graduating summa cum laude. He has also completed leadership, program management, and safety coursework through the National Fire Academy in Emmitsburg, Maryland. He has served as a career firefighter for 15 years and currently serves as Chief of Training for the Gulfport Fire Department, a position he has held since 2017. His professional work centers on leadership development, training, emergency preparedness, strategic planning, and public safety.



Mr. Valles’s professional and community involvement includes serving as a governor-appointed member of the Mississippi Emergency Medical Services Advisory Council and as an ex officio member of the Gulfport Chamber of Commerce. He is a 2023 graduate of Leadership Gulf Coast and is a member of the Mississippi Fire Chiefs Association, Mississippi Fire Service Instructor Association, and Mississippi Firefighters Association. He previously served on the Mississippi Gulf Coast Community College EMS Advisory Committee and is a parishioner of Holy Family Catholic Church in Pass Christian.



After spending much of his professional career serving the Gulfport community, Mr. Valles chose to serve on the School Board as an opportunity to bring that same commitment to public service home to Long Beach. As a lifelong resident and parent with children in the district, he values the opportunity to support a school system that has played an important role in his own family for generations. His priorities include school safety, academic excellence, community pride, and ensuring that Long Beach students have the opportunities and support necessary to grow into capable, confident leaders.



Mr. Valles and his wife, Whitney, have been married for 13 years and share a blended family of four children, including one child together.
